Structural and Earthquake Engineering in Oregon.
As Oregonians, we are all aware of the potential for a major earthquake to strike in our local communities. ZCS specializes in the seismic retrofit of educational buildings, emergency service facilities, commercial sites, and single and multi-family residences. With four offices located around the state and experience gained through hundreds of seismic retrofits, we’re equipped to support our clients in bringing their facilities up to modern seismic standards.
Driven by our dedication to supporting people in our communities, ZCS puts public safety front and center when developing a project. We believe the school and emergency facilities that daily serve our communities need to be safe, functional, and attractive. We deliver comprehensive expertise in engineering and architecture, providing full project management services, high-quality building design, and seismic rehabilitation and renovations for school and emergency service districts statewide.
We work with our local school and emergency service districts to provide the following services:

The State of Oregon offers a grant program to assist public schools and emergency service districts with bringing existing buildings up to current seismic codes. This is the Seismic Rehabilitation Grant Program (SRGP) through Business Oregon Infrastructure Finance Authority. The SRG Program provides funding of up to $2.5 million to seismically rehabilitate these critical public buildings.

We have participated in the State of Oregon Seismic Rehabilitation Grant Program since its beginning in 2009. Since then, ZCS has been the responsible design professional for 229* projects through the program. In addition to our successful record of construction projects, ZCS has helped 89 school districts and 41 emergency service districts obtain 283 grants for a total of $514 million. This represents 61% of the total $836 million of available funds through the Seismic Grant Program. Our active involvement has allowed us to establish a team of engineers and technicians with substantial experience in the necessary evaluation of existing structures to obtain grant funds and a practiced team to lead the rehabilitation effort.

Our experience in leading hundreds of seismic rehabilitations throughout the state has kept us up to date with the most current technologies utilized in these projects and gives us a significant toolbox of solutions and breadth of understanding when designing seismic retrofits for critical facilities. Our engineers and architects work with the District to maximize grant dollars and bring the most benefit to the staff utilizing the buildings. Our experienced teams are intimately familiar with grant limitations and know how to utilize funds to make the building safer, improve function, and develop construction phasing plans so facilities can remain operational without having to temporarily relocate; all while managing the paperwork and reporting required by the grant program to relieve the burden on District staff.
We’re proud to support the seismic resilience of critical infrastructure located all throughout Oregon. The below map highlights the local communities we have assisted through the State’s Seismic Rehabilitation Grant Program.
“ZCS not only met but exceeded expectations, ensuring that all work was carried out in a timely and efficient manner while maintaining the highest standards of quality."
